Does the institutionalized memory of past repression help a society resist a return to autocracy? We study Russia, which confronted the Soviet terror in a brief reckoning during the 1990s and then abandoned it, leaving the memory deepest near the 414 former administrative centers of the Gulag. This memory is alive and responds to the official calendar: every October, around the Day of Remembrance, searches for the history of repression and commemorative posts by local administrations spike near the former camps. The same communities dissent when the state moves against society: over two decades their protest rises and falls with the intensity of the national confrontation, and after the 2022 invasion they record roughly 40 percent more anti-war detentions than their same-region neighbors. In surveys, voiced opposition to the war is 2.8 percentage points higher near the camps, entirely among the generation schooled after the collapse of the USSR; among older cohorts, who could remember the repression or have learned of it privately, the effect is absent. We interpret this as awareness raised by institutions: post-Soviet schools taught the history of the terror, and the memorials and commemoration around the former camps kept it present. The memory of repression, unlike the repression itself, is a policy: governments decide whether it stays in public view, and the decision shapes a society's capacity to resist.

"Sexual Harassment in the Workplace: The Role of Managers and Firm Policies".
This paper investigates the prevalence and perceived consequences of workplace sexual harassment in Germany, focusing on the role of firm-level policies and managerial characteristics. Using two newly collected matched employer–employee survey modules linked to administrative records, we document both the incidence of harassment and workers’ perceived risk from employee and firm perspectives. We embed a discrete choice experiment to estimate workers’ willingness to forgo earnings in order to avoid harassment-exposed workplaces and to examine the mitigating roles of firm policies and manager gender. Approximately 14% of establishments report recent harassment cases, while 26% of women and 14% of men report lifetime workplace experiences. Gender gaps in reported exposure are not explained by differences in definitions of harassment. Our experimental evidence indicates that workers—particularly women—are willing to forgo substantial earnings to avoid employers with a history of harassment. Female managers and formal harassment policies partially offset these negative valuations. However, only 58% of firms report having formal complaint procedures, and preventive measures remain rare. Harassment policies do not systematically reduce perceived risk, but they are positively associated with a stronger discussion culture and higher reporting rates. Trust in employer responses is uneven: women, particularly those with prior exposure to harassment, express significantly lower confidence in managerial action.

"A Third Way Against Poverty: Atkinson’s Road to the Participation Income"
This article reconstructs the intellectual trajectory that led British economist Anthony B. Atkinson to propose the participation income as a third way between social insurance and basic income in the fight against poverty. Before the 1990s, Atkinson adopted a cautious analytical stance, assessing both approaches without publicly endorsing either, while displaying a preference for the Beveridgean model. We identify three factors that led him to move beyond this opposition in the early 1990s: the normative shift of the Thatcher era, which rendered the unconditionality of transfers politically untenable, the work of Hermione Parker, which introduces for the first time the feasibility of a complementarity between social insurance and basic income, and the new European institutional context emerging from the Maastricht Treaty, which transformed this complementarity from a theoretical option into a structural necessity. The participation income thus highlights a tension, present since the late 1960s, between Atkinson the analytically cautious economist and Atkinson the politically engaged citizen, a tension these three factors finally allowed him to overcome."
